I don't care that much about the X ban - the reasoning is good enough. Requiring companies to have local legal representatives to operate is a fantastic idea. But fining people for each day they use a VPN to access X is way too far. At that point, you're not punishing Elon or the X platform, you're going out of your way to punish its users.
Also, the government shouldn't even be able to enforce that, technically or legally. The point of a VPN is that your ISP and government can't see which sites you're connecting to. Has the government planted fake VPNs that don't really hide anything? Are they going to serve warrants to all the bad VPNs (everyone but Proton and Mullvad) to make them hand over their logs? Have they already made a list of all Brazilian X users and are going to manually check who stays active? Worst of all, are they assuming anyone who just bought a VPN is using it to access X?
You should be worried by this. I know I am. Surveillance is getting more and more advanced, which allows for the prosecution of more and more harmless "crimes". Yesterday it was wearing a mask to protect your identity in NYC. Tomorrow it could be using a VPN at all. How long until all the ways dissenters can stay safe are illegal?
