The other cities in the region disdained such tactics, as Toreus appeared to openly defy the laws of Chessenta; even a Red Wizard enclave was allowed to operate within.[2] Coins not minted in or accepted in other places in Chessenta were accepted in this settlement and could be used to purchase practically anything.
