</p><p>Seit 17 Monaten hat Ahmed Al-Hissi, ein 54-jähriger Fischer aus dem Flüchtlingslager <a href="https://mastodon.trueten.de/tags/AlShati" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>AlShati</span></a> in Gaza, seine Angelrute nicht mehr angerührt. Sie liegt noch immer im Lagerraum am Hafen, wo er sie kurz nach Beginn des israelischen Angriffs auf den <a href="https://mastodon.trueten.de/tags/Gazastreifen" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Gazastreifen</span></a> verstaut hat, und er hat es nicht gewagt, sie herauszuholen – auch nicht nach dem <a href="https://mastodon.trueten.de/tags/Waffenstillstand" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Waffenstillstand</span></a>.
</p><p>„Wir haben große Familien und die <a href="https://mastodon.trueten.de/tags/Fischerei" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Fischerei</span></a> ist unsere einzige <a href="https://mastodon.trueten.de/tags/Einnahmequelle" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Einnahmequelle</span></a>“, erklärte er dem Magazin +972. “Wir warten immer noch darauf, dass die [israelische] <a href="https://mastodon.trueten.de/tags/Armee" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Armee</span></a> uns erlaubt, zu fischen.“
</p><p>Seit Jahren müssen die Fischer im Gazastreifen mit immer kleiner werdenden <a href="https://mastodon.trueten.de/tags/Fischereizonen" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Fischereizonen</span></a> zurechtkommen, die im Rahmen der <a href="https://www.972mag.com/topic/siege/" rel="nofollow noopener noreferrer" target="_blank">israelischen# Blockade des Gebiets</a> verhängt wurden. Doch nach dem 7. Oktober kam die Branche vollständig zum Erliegen, da israelische <a href="https://mastodon.trueten.de/tags/Marineschiffe" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Marineschiffe</span></a> regelmäßig das Feuer auf jeden eröffneten, der das Meer betrat. „Meine Söhne versuchten, vom Strand aus zu fischen, und trotzdem wurde auf sie geschossen“, berichtete Al-Hissi.
</p><p>Nach Inkrafttreten des Waffenstillstands im Januar kehrte Al-Hissi, der seit seiner Jugend als Fischer tätig ist, mit seinen Söhnen zum Hafen zurück, in der Hoffnung, wieder arbeiten zu können. Sie fanden eine Szene der völligen Verwüstung vor: Alle Boote im Hafen waren zerstört worden. „Es war nichts mehr da“, sagte er. „Wir müssen ganz von vorne anfangen.“
</p><p>Tatsächlich ist von der einst florierenden <a href="https://mastodon.trueten.de/tags/Fischereiindustrie" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Fischereiindustrie</span></a> in Gaza nach anderthalb Jahren israelischer <a href="https://mastodon.trueten.de/tags/Bombardierung" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Bombardierung</span></a> kaum noch etwas übrig. Nizar Ayyash, der Vorsitzende der <a href="https://mastodon.trueten.de/tags/Fischergewerkschaft" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Fischergewerkschaft</span></a> in Gaza, schätzt den Schaden für die Branche auf etwa 75 Millionen US-Dollar. Nach Angaben des <a href="https://mastodon.trueten.de/tags/Landwirtschaftsministeriums" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Landwirtschaftsministeriums</span></a> hat <a href="https://mastodon.trueten.de/tags/Israel" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Israel</span></a> <a href="https://www.middleeastmonitor.com/20241212-200-fishermen-killed-in-gaza-fishing-sector-suffers-20m-loss/" rel="nofollow noopener noreferrer" target="_blank">mindestens 200 Fischer</a> getötet und <a href="https://www.facebook.com/photo.php?fbid=947010714206290&set=a.285650167009018&type=3&mibextid=wwXIfr&rdid=UCVXYaOM0zgJYy3O&share_url=https%3A%2F%2Fwww.facebook.com%2Fshare%2F1BNKD5CML6%2F%3Fmibextid%3DwwXIfr" rel="nofollow noopener noreferrer" target="_blank">bedroht</a>, <a href="https://www.aa.com.tr/en/middle-east/palestinian-fisherman-injured-by-israeli-fire-on-3rd-day-of-gaza-ceasefire/3457053" rel="nofollow noopener noreferrer" target="_blank">ins Visier nimmt</a> und <a href="https://www.facebook.com/WAFANewsEnglish/photos/19-year-old-saher-quran-a-fisherman-was-just-killed-this-morning-by-israeli-nava/924740896307099/" rel="nofollow noopener noreferrer" target="_blank">tötet</a> sie auch nach dem Waffenstillstand weiterhin.
</p><p>Al-Hissi kennt diese Gefahren besser als jeder andere: Zwei seiner Söhne wurden 2017 und 2021 von israelischen Streitkräften auf See erschossen. „Unter der israelischen <a href="https://mastodon.trueten.de/tags/Besatzung" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Besatzung</span></a> war dieser Beruf für uns nie sicher“, erklärte er. „Schon vor dem Krieg.“
</p><p>Rajab Abu Ghanem, 51, besaß ein großes Fischerboot, mit dem er jahrzehntelang jeden Tag aufs Meer hinausfuhr. Von seinem Haus im gehobenen Küstenviertel Sheikh Ijlin südlich von Gaza-Stadt aus konnte er das Wasser sehen. „Ich lebe dort seit meiner Kindheit“, sagte er gegenüber +972. „Tag und Nacht atmete ich die Meeresluft ein, und ich brauchte nur zehn Schritte zu gehen, um am Strand zu sein.“
</p><p>Zu Beginn des Krieges wurden Abu Ghanem und seine Familie in das <a href="https://www.972mag.com/al-mawasi-gaza-refugees/" rel="nofollow noopener noreferrer" target="_blank">Zeltlager Al-Mawasi</a> in der Nähe von Khan Younis im Süden des Gazastreifens vertrieben. Dort ging er gelegentlich an der Küste entlang und sah Fischer auf sehr kleinen Booten, die versuchten, mit Netzen und Angeln zu fangen, was sie konnten. „Die israelische Armee nahm sie weiterhin ins Visier, und in dem Gebiet, in dem sie ihre Netze auswarfen, gab es nur wenig Fisch“, berichtete er.
</p><p>Als Abu Ghanem nach dem Waffenstillstand in den Norden des Gazastreifens zurückkehrte, fand er sein Haus schwer beschädigt und sein Boot zerstört vor. Aus Angst, von israelischen Kampfhubschraubern ins Visier genommen zu werden, hält er sich immer noch vom Wasser fern.
</p><p>„Früher habe ich mit meinen Kindern an meinem Boot gearbeitet“, klagte er. “Ich kann nicht glauben, dass ich seit anderthalb Jahren nicht mehr im Meer war, um zu fischen. Ich weine jeden Tag, wenn ich auf das Meer schaue und nicht hineingehen kann.“
</p><p><strong>Von der Blockade zum Krieg</strong></p>Die Fischereiindustrie im Gazastreifen befindet sich seit den 1990er Jahren im Niedergang, als die #Osloer Abkommen die erlaubten #Fischereizonen vor der Küste der Enklave einschränkten. Während das Abkommen eine Begrenzung auf 20 Seemeilen vor der Küste vorsah, erlaubte Israel palästinensischen Fischern <a href="https://gisha.org/en/israel-reverses-latest-punitive-reduction/" rel="nofollow noopener noreferrer" target="_blank">niemals,</a> sich weiter als 15 Seemeilen vor der Küste aufzuhalten, und verhängte in regelmäßigen Abständen noch viel strengere Beschränkungen. Diese Einschränkungen schränkten natürlich die Arten von Fischen ein, die sie fangen konnten, was zu einer übermäßigen Abhängigkeit von kleineren Fischen führte und <a href="https://mondoweiss.net/2023/06/gazas-seafood-culture-is-shifting-under-israels-blockade/" rel="nofollow noopener noreferrer" target="_blank">das Gleichgewicht</a> der Meeresfauna störte.
<p>Die israelische Blockade des Gebiets seit 2007 und die Aktivitäten amerikanischer und israelischer <a href="https://mastodon.trueten.de/tags/Gasunternehmen" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Gasunternehmen</span></a>, die in Küstennähe des Gazastreifens tätig sind, haben die Branche weiter geschwächt. Israelische Marineschiffe haben palästinensische Fischer <a href="https://palinfo.com/news/2023/08/27/848110/" rel="nofollow noopener noreferrer" target="_blank">regelmäßig angegriffen</a>, sie rechtswidrig festgenommen und ihre Boote beschlagnahmt.
</p><p>Trotz dieser Herausforderungen stieg die Zahl der registrierten Fischer, die im Gazastreifen arbeiten, in den Monaten vor dem Krieg auf <a href="https://www.middleeasteye.net/news/palestine-gaza-women-wives-fish-kitchen" rel="nofollow noopener noreferrer" target="_blank">4.900</a> an, wobei weitere 1.500 Palästinenser in verwandten Berufen wie der <a href="https://mastodon.trueten.de/tags/Fischreinigung" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Fischreinigung</span></a>, in <a href="https://mastodon.trueten.de/tags/Eisfabriken" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Eisfabriken</span></a> oder als <a href="https://mastodon.trueten.de/tags/Fischh%C3%A4ndler" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Fischhändler</span></a> beschäftigt waren. Laut Ayyash von der Fischergewerkschaft war dieses Wachstum jedoch in erster Linie auf den Mangel an anderen Arbeitsmöglichkeiten im Gazastreifen zurückzuführen.
</p><p>Das ist nun alles weg. Durch die Bombardierung Israels wurde der Großteil der Fischerboote im <a href="https://mastodon.trueten.de/tags/Gazastreifen" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Gazastreifen</span></a> zerstört und die meisten Fischer daran gehindert, sich dem Meer auch nur zu nähern.
</p><p>Einige, wie der 35-jährige Subhi Nayef Abu Rayala, konnten sich jedoch trotz der Risiken nicht davon abhalten lassen. Er wurde aus Al-Shati im Norden nach <a href="https://mastodon.trueten.de/tags/Rafah" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Rafah</span></a> und dann nach Deir Al-Balah im Süden vertrieben – ohne seine Ausrüstung oder sein Boot – und schloss sich örtlichen Fischern an, die ihre eigenen Ängste überwanden und hinausfuhren, um in den seichten Gewässern zu fischen, was sie konnten. „Ich hatte Angst, aber ich bin Fischer und könnte ohne das Meer nicht überleben“, sagte er gegenüber +972.
</p><p>Vor dem Krieg fuhr Abu Rayala nachts mit seinem Boot hinaus, wenn die Bedingungen am besten waren. Nach dem 7. Oktober wurde dies jedoch zu einem <a href="https://mastodon.trueten.de/tags/Todesurteil" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Todesurteil</span></a>. „Wir fuhren tagsüber hinaus, damit die israelischen Schiffe sehen konnten, dass wir nur in Küstennähe fischten“, erklärte er.
</p><p>Jeden Morgen suchte Abu Rayala die Küste nach israelischen <a href="https://mastodon.trueten.de/tags/Kampfhubschraubern" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Kampfhubschraubern</span></a> ab. „Wenn sie da waren, bin ich nicht aufs Meer hinausgefahren, wenn nicht, bin ich angeln gegangen“, sagte er. ‚Wenn wir mit einem Fang zurückkamen, warteten am Strand Leute auf uns, die Fisch kaufen wollten, weil es in Gaza monatelang keine alternativen proteinreichen <a href="https://mastodon.trueten.de/tags/Lebensmittel" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Lebensmittel</span></a> gab.‘ Aber die meisten nahrhafteren Fische, so stellte er fest, schwimmen in größeren Tiefen, als sie sicher erreichen konnten.
</p><p>Seit seiner Rückkehr in den Norden nach dem <a href="https://mastodon.trueten.de/tags/Waffenstillstand" class="mention hashtag" rel="nofollow noopener noreferrer" target="_blank">#<span>Waffenstillstand</span></a> ist Abu Rayala jedoch nicht mehr aufs Meer hinausgefahren. „Ich dachte, es würde die Dinge einfacher machen, aber es stellte sich als das Gegenteil heraus“, sagte er gegenüber +972. „Jeder, der sich dem Wasser nähert, riskiert sein Leben.“
