"We stand shocked by this severe incident. The killing of rescue and medical personnel on duty constitutes a blatant violation of international laws of war, this is an act contrary to human morality," the letter states.
Evidence shows the victims were wearing identification uniforms in marked ambulances when killed. Some were allegedly executed after capture while handcuffed.
The letter highlights the systematic destruction of Gaza's healthcare system: "Many medical facilities have been damaged or destroyed... Gaza's healthcare system has been severely compromised for months."
Gaza's Health Ministry reports some bodies were found with hands tied in a mass grave, a claim the IDF denies. Though the IDF also initially claimed aid workers were traveling without emergency lights, but New York Times footage proved this false - showing ambulances with emergency lights and workers in fluorescent vests shot at close range.
IDF Chief Eyal Zamir has ordered an investigation, though no soldiers have faced prosecution for any potential war crimes since the genocide in Gaza began.
