Town planners love to give unconvincing images of what a place will look like once al the building and "upgrading" is finished. If the proposal is of sufficient import they'll even create a fly through video.

This edited photograph feels like something from a mid-1990s WCC prospectus out to citizens showing what all their millions will buy them once the "upgrade" is finished.

Black and white and edited (outlines only) of a typical working day looking down Lambton Quay towards Willis Street. The MLC stands proud against the modernism around highlighted by the tall, square, black State Insurance Building at 1 Willis Street ahead. Plenty of people are walking with purpose back to their offices after lunch.
