@stfn I'm not aware of anything available. Probably the best place for ideas is to look at Bexhill-OSM (bexhill-osm.org.uk/?t=none#13/).

#OpenStreetMap contributor Will Philipps did have two sites very close to your outline - Evesham Mapped & OSM-Nottingham - but retired them a few years ago because of tech debt. They used Leaflet to display a range of historical maps, thematic geojson layers from #OpenStreetMap, and some #OpenData feeds. LUA transforms of #OpenStreetMap data useful too.
